Systems Analyst I/II/II

 This position provides operational technology (OT) support to multiple Kern River departments by maintaining and enhancing critical production systems. The role serves as a key technical resource, resolving complex OT issues, ensuring system reliability and security, and providing technical leadership for OT projects.

• Provides daily administration, support, and maintenance of operational technology (OT) applications, systems, and infrastructure to ensure reliable and secure operations. 

• Maintains a thorough understanding of application dependencies, system integrations, network connectivity, and data flows across the OT environment. 

• Plans, prioritizes, and executes multiple concurrent tasks and short-term projects, ensuring deadlines are met and deliverables are completed on schedule. 

• Works with stakeholders to gather, analyze, and document business and technical requirements for complex OT initiatives and develops practical, cost-effective solutions. 

• Serves as a primary liaison between OT customers, vendors, and technical teams, providing responsive support and facilitating successful project execution. 

• Manages hardware and software asset inventories, including lifecycle tracking, licensing, maintenance, and support activities. 

• Monitors, investigates, and responds to system events, alerts, and operational issues to maintain system availability and performance. 

• Administers and maintains OT cybersecurity controls, including certificate management, endpoint protection, security monitoring tools, and vulnerability mitigation processes. 

• Supports and manages virtual infrastructure, ensuring system reliability, performance, backup, and disaster recovery capabilities. 

• Develops and maintains technical documentation, procedures, and standards to support operational excellence, compliance, and continuous improvement.                                                                                                                                                                   

• Bachelor's degree in Information Systems, Computer Science, Engineering, or a related field, or an equivalent combination of education and relevant work experience. Typically, six years of progressively responsible experience in OT, IT, systems administration, or a related discipline may be considered in lieu of a bachelor's degree. 

• Minimum of five years of experience supporting, administering, and maintaining OT or IT systems, applications, networks, and infrastructure in a complex operational environment. 

• Strong verbal and written communication skills, with the ability to effectively interact with technical and non-technical stakeholders. 

• Comprehensive knowledge of operating systems, virtualization technologies, cybersecurity tools, and business-critical applications. 

• Demonstrated ability to analyze system performance, troubleshoot complex technical issues, and develop practical solutions to improve reliability and efficiency. 

• Ability to prioritize and manage multiple tasks, projects, and competing deadlines in a fast-paced environment. 

• Experience leading or participating in cross-functional teams and collaborating with customers, vendors, and internal stakeholders to achieve project objectives. 

• Strong understanding of system integration, network connectivity, asset management, and operational technology environments. 

• Working knowledge of cybersecurity principles, certificate management, vulnerability mitigation, and incident response processes. 

• Self-motivated with strong problem-solving, organizational, and analytical skills. 

• Willingness to work outside normal business hours, as required, and participate in an on-call rotation to support critical operational systems and infrastructure.
