  • Facilitate multidisciplinary discussions and workshops to clarify operational dependencies, develop shared service expectations, and establish governance structures like RACI matrices and escalation pathways
  • Review, map, and redesign end-to-end operational workflows, including temporary parking closures, event impacts, and specialty parking agreements, resolving inefficiencies and control gaps
  • Develop standardized operating procedures, decision matrices, process maps, and practical operational tools that ensure seamless transition into daily program delivery
  • Provide end-to-end project leadership, managing work plans, schedules, and deliverables while synthesizing operational and financial data to present clear recommendations to senior leadership
  • Coordinate asset information and operational data needed for corporate processes, budget planning, Council reporting, and audits
  • University degree in Business Administration, Public Administration, Urban Planning, Political Science, or a related field of study
  • Minimum of five (5) years of progressively responsible experience in strategic and operational business planning, business process improvement, operational integration, project leadership, and change management
  • Demonstrated experience leading complex, multidisciplinary projects involving multiple operational areas, business units, and organizational collaborators

Assets:

  • A graduate degree in Business Administration, Public Administration, Urban Planning, or a related discipline
  • Professional certifications such as Project Management Professional (PMP), change management (e.g., Prosci), or asset management credentials
  • Demonstrated experience in municipal operations, public-sector asset management, transportation, parking, or infrastructure management

Skills required for success:

  • Advanced systems thinking with the ability to navigate ambiguity and understand how individual processes impact citywide service delivery
  • Outstanding facilitation, negotiation, and relationship-building skills to cultivate alignment across diverse teams and interested and affected parties
  • Strong analytical and problem-solving abilities to assess complex operational environments, identify risks, and translate findings into practical solutions
  • Polished verbal and written communication skills with proven ability to craft compelling briefings and strategic reports for senior decision-makers
