Within the Financial Services and Capital Planning Division, the Capital Data Analytics and Policy Unit provides strategic policy leadership, data analytics, and evidence-based advice to support Alberta Education and Childcare’s capital planning priorities. The unit’s work supports ministry capital planning, associated capital and operating funding policies, and the governance of educational real property across Alberta’s K-12 education system.

Role Responsibilities

Reporting to the Director, Capital Data Analytics and Policy, the Manager, Capital Policy Development provides expert public policy leadership to support strategic policy initiatives that impact Alberta Education and Childcare’s ministry capital plan, associated capital and operating funding policies, and the governance of educational real property. This position leads policy development, provides evidence-based advice, and works with internal and external partners to support effective direction for Alberta’s K-12 capital programs.

Key responsibilities of this role include:

• Leading strategic policy development: Lead sector, interdivisional, and interdepartmental teams on system-wide policy initiatives related to the school capital program, legislation, funding policies, and educational real property governance.
• Providing expert policy advice: Develop timely, accurate, and responsive advice, briefings, background papers, strategies, and responses for the Minister, Deputy Minister, Executive Team, and other senior officials.
• Identifying emerging policy issues: Conduct environmental scanning, synthesize research, and identify inter-jurisdictional and cross-disciplinary issues that may affect Alberta’s K-12 capital program.
• Building policy capacity: Support policy training, workshops, and advice to sector leaders and staff on policy development processes, Government of Alberta protocols, and evidence-based decision-making.
• Managing stakeholder relationships: Establish and maintain effective relationships with internal branches, other ministries, school authority partners, and external stakeholders to support consultation, engagement, and implementation of capital policy initiatives.

Qualifications

Bachelor’s degree in public administration, business analytics, economics, political science, sociology, or another related discipline plus 5 years progressively responsible related experience in policy analysis and development or similar; or equivalent as described below.

Related experience or education may be considered as an equivalency on a one-for-one basis. Depending on the applicable statutory or unique requirements of the position, specific qualifications may apply.

Required Skills

• Experience leading strategic policy development, including issue identification, research, option analysis, recommendations, implementation planning, and movement through government approval processes.
• Experience providing timely and evidence-based policy advice, briefings, background materials, and responses for senior leaders or decision-makers.
• Experience managing complex policy projects, including defining scope, deliverables, timelines, risks, accountabilities, and resource requirements.
• Knowledge of legislation, regulations, or governance frameworks related to education, municipal affairs, real property, grants, contracts, or public-sector capital planning.
• Experience supervising, coaching, or leading staff or project teams to deliver high-quality policy products and advice.
• Strong ability to build relationships and work collaboratively with internal partners, other ministries, and external stakeholders on sensitive or complex issues.
• Highly developed written and verbal communication skills, with the ability to present clear, concise, and neutral analysis and recommendations to senior leadership, including Executive Team and the Minister, as well as compelling messaging for external stakeholders.

• Knowledge of Alberta’s K-12 education system, school capital programs, capital planning, or educational real property governance.
• Experience designing or supporting stakeholder engagement, consultation, or public engagement strategies.
• Experience working with school authorities, Alberta Infrastructure, municipal partners, or education-sector stakeholder organizations.

This position is (1) one permanent, full-time opportunity working 36.25 hours per week, Monday to Friday.
