Role Responsibilities

Reporting to the Manager, Finance Operations and the Assistant Public Trustee - Finance, the Senior Finance Lead plays a critical leadership role in ensuring the effective, efficient, accurate, and timely administration of financial operations supporting approximately 12,000 vulnerable Albertans served by the Office of the Public Guardian and Trustee (OPGT).   The office oversees financial processes involving 500,000 client transactions annually, with a value exceeding $311 million across accounts payable, accounts receivable, inventory, liabilities and related financial functions.

The position also provides treasury management information, reporting on liquidity requirements, and ensuring sufficient funds are available within OPGT systems and banking platforms to meet ongoing client obligations and expenses. Through strategic oversight and operational leadership, the Senior Finance Lead contributes to the integrity, sustainability and accountability of OPGT financial operations.

The role also supports interim and year-end audit activities and provides cross-functional cover-off across other Senior Finance Lead portfolios as required.

Job responsibilities include but are not limited to:

  • Manages and organizes operations (average 2,000 transactions daily) under critical deadlines to provide timely and accurate service while arranging the staff to fulfil internal financial controls.
  • Supervise the safekeeping of client property and physical assets held by OPGT, including oversight of vault and property room operations (e.g. wills, jewelry, precious metals, household effects, guns, medication).
  • Provides advice and support to staff and management regarding financial transactions and processes within the Public Trustee Information System (PTIS), the primary system used to manage client financial information.
  • Review and/or prepare working papers to support the financial statements.  Provide instruction to other accounting staff on use of working papers.
  • Plan, prepare, communicate and monitor year-end requirements and activities for the Department for both the GoA year-end and the Estates and Trusts year-end.
  • Liaise with the Office of the Auditor General during interim/annual audits addressing audit expectations and requirements.

Qualifications

Required:

  • University Degree in a related field (eg. Commerce, Accounting, Business Administration or Economics).
  • 3+ years of progressively responsible accounting experience.

Equivalencies:

  • Accounting designation plus 3 years additional related experience.
  • Related diploma plus 7 years directly related experience.

Assets:

  • Previous experience in banking, financial operations, or a related field will be considered an asset.
  • Previous supervisory experience in a unionized and regulated workplace environment.
  • Extensive experience in financial management, internal controls, and compliance frameworks related to the secure administration of funds and assets.
  • Experience with vault operations, asset custody, and inventory control processes is considered an asset.
  • Demonstrated experience preparing financial statements, disclosures, and related reporting in accordance with legislative, regulatory, and accounting requirements.
  • Strong financial planning, budgeting, and forecasting experience, including the development of multi-year business plans, operational budgets, and financial strategies.
  • Knowledge of and ability to interpret and apply government policies and procedures, various Acts, Regulations, the FAA (Financial Administration Act), Generally Accepted Accounting Principles (GAAP), Public Sector Accounting Standards (PSAS), etc.

Term of Employment – Temporary 18 months.

Location – John E. Brownlee Building Edmonton. Schedule: In-Person Work Times:  8:15 AM – 4:30 PM.

Note: Internal candidates may be considered on a secondment basis, subject to approval from their home position/department. There may be an opportunity for the appointment to be extended beyond the initial term.
