As a Business Strategist Wholly Owned Subsidiaries in the Partnerships Division, you will be part of a team that oversees the wholly owned subsidiary (WOS) relationship on behalf of The City and implement and sustain the Council-approved recommendations for subsidiary governance. The Business Strategist will contribute toward lead strategic and proactive relationships with The City¿s WOS including coordination of strategies and activities on behalf of The City relating to the governance of WOS, including The City¿s role as shareholder. Primary duties include:

·       Produce reports, business, and project plans that additionally require an operational and implementation lens that supports the work of Council, Council Committees, including Audit Committee and other individuals or departments within The City in relation to WOS including:

o   Advising on governance related matters.

o   Facilitating the flow and availability of information.

o   Supporting the Major Partners team to ensure that appropriate matters are brought to their attention.

o   Scheduling meetings as required to facilitate reporting.

o   Maintaining a library of governance materials and creating and maintaining an inventory of WOS.

·       Deliver and manage a diverse range of high-profile projects that result in service or business improvement.

·       Lead and manage strategic teams including The City's legal and Finance departments and other subject matter experts regarding legislative and regulatory developments that may affect The City's position as shareholder.

·       Assist the Major Partners team and coordinate advice to Council objectives and matters related to WOS.

·       Support the Major Partners team in its one-window role between The City and WOS, with particular emphasis on facilitating the timely flow of information and communication.

  • Conduct research and business analysis by using qualitative and quantitative methods to assess service data and delivery pathways, identify gaps and generate process changes, and participate in regular discussions with WOS and senior City management to ensure ¿no surprises¿ relating to the WOS¿ operations.
  • Build and maintain relationships, participate on WOS initiatives.
  • Lead the creation of all aspects of the orientation and awareness for Council and WOS governance, including to report back through presentations and reports to senior management and council on their roles and responsibilities.

Qualifications 

  • A degree in Business, Public Administration, Planning, Political Science, Law or a related field with at least 5 years of related experience in policy and program development and/or operational and strategic planning.
  • An understanding of municipal governance and operational processes with knowledge in a variety of long-range planning activities such as finance, change and innovation, business planning, governance and risk management, and policy theory/development.
  • Experience developing reports and presentations for senior management, committees, and/or Council is required.
  • Well developed research, analytical and problem-solving skills and business and political acumen.
  • Strong communication and facilitation skills with the ability to influence others and build consensus.

  • This position may be eligible to work from home for at least part of the time as one of several flexible work options available to City employees. These arrangements depend on the operational requirements of the role, employee suitability, and are subject to change based on operational needs and corporate direction. 

Position and Pay Information

  • Compensation: Pay Grade 12 $48.54 - 64.88 per hour
  • Hours of work: Standard 35 hour work week.
  • Days of work: This position works a 5-day work week with 1 day off in a 3 week cycle.
