As the People and Culture Consultant, you will lead and support the advancement of member engagement, member experience, workplace culture, and change management at the Calgary Police Service (CPS). In this role, you will drive change through culture enhancement and organizational effectiveness by shaping the member experience across the full member lifecycle and leading member engagement strategies that strengthen belonging, psychological safety, and organizational performance. You will work collaboratively with leaders, members and key stakeholders to lead and support initiatives and programs aligned with organizational culture, member engagement and experience priorities and strategic objectives, as directed by the Executive Leadership Team and the Calgary Police Commission.
The role requires the ability to influence leaders and employees without direct authority, navigate complex organizational issues, support change initiatives, analyze workforce trends, facilitate discussions, and develop evidence based recommendations that enhance member experience, organizational performance, service excellence, leadership effectiveness, and workforce sustainability. Significant experience in consultation, stakeholder engagement, relationship-building, and organizational change is essential. Primary duties include:
- Participate in the development, implementation, and evaluation of annual workplace culture, member engagement, and member experience strategic plans, ensuring that goals, timelines, and accountability mechanisms are clearly defined and measured.
- Lead and support culture change initiatives that advance psychological safety, applying structured change management methodologies to ensure strategy translates into sustained behavioural and systemic change across the organization.
- Design and implement member experience strategies that strengthen how members feel at every stage of their journey with CPS.
- Lead and support the member engagement survey strategy, including survey design, data analysis, reporting, and the co-creation of action plans that translate engagement insights into targeted organizational improvements.
- Work at both the strategic and operational levels to promote workplace culture initiatives and member experience strategies that enhance organizational effectiveness and support positive member outcomes.
- Act as a subject matter expert to members across the organization and serve as a liaison to cross-functional teams as they develop member experience and workplace culture goals, implement plans, and measure success, coaching leaders and teams on change readiness, leadership effectiveness, and psychological safety.
- Work in partnership with Human Resources and other work areas to develop and implement systems, structures, policies, and practices that support a positive, respectful, and engaging workplace for all employees.
- Apply change management frameworks and principles to support the implementation of culture and organizational initiatives, including stakeholder analysis, change impact assessments, communication planning, Employee Resource Groups, and Key Change Influencer networks.
- Provide strategic consultation and support for Employee Resource Groups (ERGs), partnering with employee leaders, executive sponsors, and stakeholders to strengthen employee engagement, inclusion, belonging, leadership development, and organizational culture through effective governance, programming, and community-building initiative.
- Research and leverage benchmarking and leading practices to create and promote member experience, engagement, and workplace culture resources and services that reflect the evolving needs of CPS members.
- Build and strengthen strategic relationships with internal and external contributors to advance workplace culture, organizational change, member engagement, and member experience initiatives.
- Gather, analyze, and report on data related to workplace culture, member experience, and member engagement to identify trends and develop evidence-based recommendations for organizational improvement.
- Engage in projects that advance workplace culture, such as supporting member onboarding, organizational events, awareness initiatives, and culture enhancement projects.
- Promote and model the CPS values of respect, honesty, integrity, compassion, fairness, courage, and accountability in all aspects of the role.
Qualifications
A bachelor's degree in in Human Resources, Organizational Development, Business Administration, Psychology, Adult learning, Social Sciences, Public Administration, or a related field plus 5 years of experience in employee engagement, employee experience, workplace culture, organizational development, change management, or a related area; OR
A master's degree in a related field, plus 3 years of experience in employee engagement, employee experience, workplace culture, organizational development, change management, or a related area.
Working knowledge of relevant federal and provincial policy and legislation, and experience managing complex, multi-phased projects is required.
Chartered Professional in Human Resources (CPHR) designation is an asset.
Certified Change Management Professional (CCMP) OR Prosci Change Management Certification or equivalent is an asset.
Professional certifications in Organizational Development, Employee Experience, Leadership Coaching, Facilitation, Organizational Effectiveness, or related disciplines are considered assets.
Effectively manage multiple projects and deadlines while demonstrating adaptability to evolving circumstances.
Demonstrated ability to analyze qualitative and quantitative data, identify organizational trends, and translate findings into evidence-based recommendations and action plans.
Demonstrated experience leading culture change, member experience, or member engagement initiatives in a complex organizational environment, including applying change management methodologies to sustain behavioural and systemic change.
Experience designing or leading member engagement strategies, including survey design, disaggregated data analysis, and translating insights into targeted organizational action plans.

An enhanced security clearance will be conducted.
Successful applicants must provide proof of qualifications. Education obtained from out of country must have or be able to obtain, an Education Credential Assessment (ECA) for confirmation of equivalent credentials.

Compensation: Pay Grade $48.54 - 64.88 per hour
Hours of work: Standard 35 hour work week.
Days of work: This position works a 5 day work week with 1 day off in a 3 week cycle.
