Strategic Context
Trillium Health Partners (THP) and Halton Healthcare (HH) are formally exploring whether HH should join THP’s Epic environment through Epic Connect. The due diligence and planning phase is focused on the assessment and planning to validate the opportunity, confirm requirements, and determine the recommended direction. It does not represent a final implementation decision or commitment.
Together, HH and THP aim to create a more connected, accessible and digitally enabled regional system of care that improves patient outcomes, strengthens team and learner experience, and makes the best use of public resources for the communities they serve.
The potential partnership is a clinical transformation enabled by digital, operational, and governance alignment. The due diligence and planning phase will assess clinical workflow and THP foundation fit, technical and infrastructure requirements, scope, total cost of ownership, resourcing, governance, organizational readiness, stakeholder engagement and the future operating model. Findings will inform a proposed Epic Collaboration Agreement and implementation recommendation for approval by the appropriate governance bodies.
The Position
The Senior Project Manager, IT Infrastructure Readiness will lead the technical, infrastructure and application readiness stream for the due diligence and planning phase, while helping design a scalable technical and service foundation for future shared digital offerings. The role will coordinate the evidence required to determine whether the capacity, security, integration, identity, device, data and support foundations can safely and sustainably enable a shared Epic environment.
If the organizations proceed following due diligence, the role will transition into the implementation team, supporting detailed planning, clinical workflow alignment, organizational readiness, implementation execution, go-live, and post-go-live stabilization while maintaining continuity of decisions, risks and interdependencies. This role will help ensure a seamless transition from planning into implementation and adoption across THP and Halton Healthcare.
Key Accountabilities
- Lead technical scope validation across infrastructure, networks, hosting, cloud/data center, end-user computing, clinical and non-clinical devices, identity and access, integration, third-party applications, data, monitoring, backup, disaster recovery and service management.
- Coordinate a THP hardware and security capacity assessment, provide HH IT and security personnel a reasonable opportunity to review it, and benchmark security against an appropriate recognized standard or framework used in the Ontario public-hospital sector.
- Identify additional hardware, software, licensing, supplier, connectivity, integration, staffing and operating resources required to validate scope and inform the proposed Epic Collaboration Agreement.
- Protect the stability, security and performance of THP’s Epic environment and incorporate continuity-of-care and downtime requirements into technical recommendations.
- Address personal and personal health information safeguards, access, data custodianship, HH access to extraction of data, and data-transition assistance requirements for the future model.
- Coordinate Epic, supplier and third-party technical dependencies, approvals, deliverables, performance oversight and change control.
- Develop technical risk, issue, dependency, assumption and decision records and escalate material items into the program and Joint Steering Committee for governance.
- Validate technical capital and operating implications for TCO, cost recovery, procurement, implementation, and lifecycle planning.
- Define future-state technical support, maintenance, service levels, monitoring, incident/problem/change management, capacity planning, partner communication and escalation.
- Prepare executive recommendations that explain technical options, risks, costs, trade-offs, and implications in patient-care and business terms.
What Success Looks Like
- Both organizations have an evidence-based understanding of technical scope, capacity, security, gaps, and investment requirements.
- A reviewed hardware and security capacity assessment supports the partnership recommendation.
- Technical risks to patient care, privacy, cybersecurity, resilience, and THP platform performance are explicit and owned.
- The future technical support, maintenance, data and service model is defined for the proposed agreement and designed to scale for additional partners and services where approved.
- Technical costs, resources, suppliers, and implementation dependencies are integrated into TCO and the future plan.
Qualifications and Leadership Profile
- Undergraduate degree in information technology, computer science, engineering, cybersecurity, business or related field required; graduate education is an asset.
- At least 5 years of progressive technology project or program leadership in a complex, highly available and regulated environment.
- Experience leading infrastructure and technical readiness for enterprise platforms, HIS/EHR transformation, multi-site integration, or shared services.
- Knowledge of architecture, cybersecurity, identity, networks, devices, integration, data, resilience, service management, TCO and vendor oversight; health care and Epic experience are strongly preferred.
- Strategic technology integrator who can connect architecture to service strategy, scalability and system outcomes, while maintaining disciplined risk, resilience and delivery focus.
