ABOUT THE TEAM

The Provincial Treasury Office (PTO) in the Ministry of Finance is responsible for providing leadership on and arranging and managing the financing requirements for the Government of Saskatchewan, Crown Corporations and other government agencies. It manages the provincial debt, cash position and banking arrangements of the General Revenue Fund and provides an investment management service to various funds administered by the Government and other agencies.

ABOUT THE JOB

The Opportunity:

We are seeking a finance professional to join the Provincial Treasury Office team in Regina as the Analyst, Treasury Operations, Banking and Liquidity. In this role, you will apply strong analytical, problem-solving, and financial management skills to support critical treasury operations, including cash flow forecasting and analysis, liquidity management, short-term debt issuance, banking administration, and the implementation and ongoing operation of the new investment management system.

Reporting to the Manager, Treasury Operations, Banking and Liquidity, the analyst will:

  • Support the day-to-day management of the cash position of the general revenue fund and other consolidated Government of Saskatchewan bank accounts, helping to ensure sufficient liquidity is available to meet operational requirements while optimizing returns on cash resources and minimizing borrowing costs.

  • Become proficient in the Genesis Investment Operations system and use this knowledge to support treasury operations, reporting, and continuous process improvement.

  • Provide back-up duties for promissory note issuance and short-term investment activities.

  • Support the administration of short-term loans from the general revenue fund to Crown corporations via lines of credit. Maintain open communication regarding upcoming Crown cash flow needs and monitoring borrowing levels to ensure compliance with approved borrowing authorities.

  • Maintain the Province’s banking operations by administering online banking access, monitoring bank fees, identifying cost-saving opportunities, and researching and implementing modern payment solutions and banking technologies.

  • Coordinate the Government’s liquidity pooling arrangement by maintaining the schedule of accounts, monitoring balances and confirming interest amounts owing.

  • Stay up to date on current market standards and regulations related to back-office functions and trade settlements.
