Financial Analyst

The Opportunity:

The Ministry of Highways is seeking a highly motivated and strategic financial professional to join the Corporate Services Branch, Financial Services unit as a Financial Analyst.

As a Financial Analyst, you will provide leadership in financial governance, analysis, reporting, and advisory services that support sound decision-making and stewardship of public resources. Your responsibilities will include:

Financial Management and Reporting

• Lead and oversee accounting and financial management activities for assigned programs and funds.
• Perform financial analysis and prepare monthly financial reports and Public Accounts reporting.
• Ensure ministry capital assets and capital expenditures are accurately recorded and reported in accordance with government policies, standards, and reporting requirements.

• Assist management by providing timely, accurate, and meaningful financial information to support strategic and operational decision-making.

Policy, Governance, and Internal Controls

• Lead the development, implementation, and continuous improvement of financial policies, procedures, standards, controls, and reporting practices.
• Ensure compliance with The Financial Administration Act, Treasury Board requirements, FAM policies, PSAS and other applicable financial authorities.

• Evaluate and monitor key financial controls, reconciliations, and reporting processes to safeguard ministry assets and ensure the integrity of financial information.

Financial Analysis and Risk Management

• Evaluate complex financial, operational, and program issues to identify risks, opportunities, and strategic options.
• Assess the effectiveness of programs, policies, processes, and financial systems, and recommend improvements.
• Develop and implement mitigation strategies to address financial and operational risks.

• Analyze financial performance, reporting processes, and internal controls to identify opportunities for enhancement and continuous improvement.

Advisory and Stakeholder Services

• Provide expert financial advice, guidance, and support to senior management, program managers, and staff.
• Represent Financial Services on ministry projects, working groups, strategic initiatives, and change management activities.
• Participate in ministry-wide audits, acting as the key liaison with auditors and stakeholders.

Technical Knowledge and Skills:  

The ideal candidate will demonstrate:

• Advanced knowledge of public-sector financial management and financial reporting. 
• Extensive knowledge of Public Sector Accounting Standards (PSAS), Generally Accepted Accounting Principles (GAAP), and emerging accounting practices. 
• Strong analytical and critical-thinking skills with the ability to evaluate complex financial and operational issues. 
• Experience developing financial policies, controls, and governance frameworks. 
• Excellent communication and presentation skills, including the ability to provide expert advice to senior officials and defend complex financial recommendations. 
• Strong relationship-building skills and the ability to influence decisions through collaboration, consultation, and professional credibility. 
• A demonstrated ability to lead initiatives, manage competing priorities, and deliver results in a dynamic environment.

Typically, the Knowledge and Experience Required for this Position Would Be Obtained Through:

• A degree in Commerce, Business Administration, Accounting, Finance, or a related discipline; and
• A Chartered Professional Accountant (CPA) designation recognized by CPA Canada
