The Technology Product Analyst V serves as the EPMO's strategic lead for portfolio management technology, establishing the long-term vision, roadmap, and standards for how enterprise portfolios leverage software and solutions to plan, prioritize, govern, measure, and deliver value. This role partners with Enterprise Technology Services (ETS), the Lean Agile Center of Excellence (LACE), Enterprise Architecture, and portfolio stakeholders to enable consistent adoption of portfolio management solutions, define future-state capabilities, and ensure technology investments effectively support Lean Portfolio Management across the enterprise portfolios. This role balances strategic portfolio needs with hands-on solutioning and backlog ownership, translating EPMO and portfolio requirements into clear, actionable epics and user stories to be developed within an array of portfolio management tools (both COTS and custom developed).

Product Ownership & Strategy

• Own the EPMO portfolio management solution vision and roadmap, aligned to enterprise LPM principles and EPMO strategy.
• Act as the voice of the EPMO and portfolio stakeholders for all technology-related capabilities.
• Define and maintain a prioritized product backlog, balancing new features, enhancements, technical debt and adoption needs.
• Ensure portfolio tools and solutions support end-to-end portfolio flow, from intake through delivery, outcomes, and reporting.

Lean Portfolio Management Enablement

• Lead the strategy, roadmap, and execution of portfolio management capabilities that enable standardized Lean Portfolio Management (LPM) processes, including:
  • Portfolio and demand intake
  • Portfolio Kanban and flow visualization
  • Prioritization models (e.g., WSJF or similar economic prioritization approaches)
  • Capacity, funding, and investment views
  • Portfolio-level metrics and insights
• Partner with EPMO leaders to ensure portfolio management solutions reinforces value-based decision-making, transparency, and governance.

Platform Configuration & Delivery

• Translate business and portfolio needs into clear user stories, acceptance criteria, and functional requirements for technology delivery teams.
• Collaborate with technical teams on configuration, testing, releases, and production support.
• Lead UAT activities and validate that delivered capabilities meet EPMO and portfolio needs.
• Manage dependencies and integrations with adjacent tools (e.g., delivery, financial, analytics platforms) as needed.

Stakeholder Partnership & Enablement

• Serve as the primary liaison between EPMO, portfolio owners, and technical teams across the enterprise.
• Partner with Enterprise Portfolio & Value Managers and portfolio stakeholders to understand pain points, evolving needs, and opportunities for improvement.
• Partner with Business Intelligence Analysts to understand pain points, evolving needs and opportunities related to value measurement and insight gathering.
• Support change management, adoption, and continuous improvement by providing guidance, documentation, and enablement materials.
• Facilitate feedback loops to ensure LPM solutions evolve with how portfolios operate in practice.

• 5+ years of experience in Product Ownership, Product Management, Business Systems Ownership, Lean Portfolio Management or Agile Software Development.
• Hands-on experience configuring or owning Portfolio Management solutions
• Strong working knowledge of Lean Portfolio Management (LPM) concepts and practices.
• Experience supporting agile delivery at scale (e.g., portfolios, ARTs, value streams, or multi-team environments).
• Ability to translate complex business and portfolio needs into clear, actionable product requirements.
• Proven experience partnering with technical teams to deliver platform enhancements.
• Strong stakeholder management, communication, and facilitation skills.

Desired Qualifications

• Experience supporting an EPMO, PMO, Agile program or enterprise portfolio function.
• Familiarity with SAFe, LPM or similar scaling frameworks.
• Experience with portfolio metrics, flow metrics, and outcome-based reporting.
• Prior experience acting as a system owner or platform product owner for an enterprise tool.
