About the role

Oracle's Strategic Customer Engineering (SCE) organization enables Oracle's most strategic customers to successfully plan, acquire, and consume OCI services at scale. Our customers run mission-critical workloads on Oracle Cloud, and our mission is to ensure customer growth plans can be translated into predictable and executable technical outcomes.

The Technical Demand organization serves as the planning and orchestration layer between Customer Management, Capacity Management, and Technical Delivery and acts as the authoritative source for customer demand visibility. The organization is responsible for intake, qualification, prioritization, governance, forecasting, planning readiness, and fulfillment alignment for strategic customer demand, driving the operational mechanisms that connect customer growth plans with capacity investments and delivery execution.

As Senior Director of Program Management, you will lead the Technical Demand organization within Strategic Customer Engineering and own the strategy, operating model, and execution framework for managing strategic customer demand at scale. You will apply extensive leadership experience across technical program management, customer engagement, portfolio planning, capacity management, and large-scale cloud operations to ensure customer growth priorities are translated into actionable capacity and delivery strategies.

You will define short-, medium-, and long-term strategies for the organization and establish the governance, planning, and decision-making mechanisms required to support Oracle's most strategic customer portfolios. You will regularly engage with senior executives across Customer Management, Capacity Management, Product, Engineering, and Delivery organizations, influencing investment, prioritization, and execution decisions that span organizational boundaries.

This role requires demonstrated experience building and leading high-performing organizations, operating effectively in complex matrixed environments, and driving alignment across senior stakeholders with competing priorities. Strong executive communication, analytical judgment, operational rigor, and the ability to influence decisions at the highest levels of the organization are essential.

  • Provide strategic leadership, direction, and organizational vision for the Technical Demand function.
  • Define and evolve the operating model, governance frameworks, and planning mechanisms for strategic customer demand.
  • Build, lead, and develop a high-performing organization responsible for managing complex strategic customer portfolios.
  • Own the end-to-end demand management strategy, including intake, qualification, prioritization, forecasting, planning readiness, and fulfillment alignment.
  • Serve as the senior organizational representative for strategic customer demand in capacity planning, investment, and prioritization discussions.
  • Drive alignment between long-range customer growth forecasts, capacity investment strategies, and technical delivery plans.
  • Lead executive-level decision-making and escalation mechanisms involving competing customer commitments, capacity constraints, delivery risks, and investment tradeoffs.
  • Establish executive-level reporting and operating mechanisms that provide visibility into demand trends, fulfillment performance, portfolio health, planning risks, and strategic priorities.
  • Partner with senior leaders across Customer Management, Capacity Management, Product, Engineering, Finance, and Technical Delivery to drive cross-organizational planning and execution.
  • Influence capacity and investment decisions through data-driven recommendations, scenario analysis, and assessment of customer and business impact.
  • Establish scalable organizational mechanisms, tooling, metrics, and operating standards that improve planning accuracy, accountability, and execution.
  • Anticipate systemic risks and organizational dependencies and drive resolution across functional and geographic boundaries.
  • Develop leadership capability and succession within the organization while establishing clear accountability for portfolio and operational outcomes.
  • Ensure strategic customer demand is positioned for predictable fulfillment while balancing customer priorities, capacity availability, and broader organizational objectives.

Qualifications

  • 12+ years of experience in Technical Program Management, Customer Engineering, Cloud Infrastructure, Capacity Planning, Operations, or related disciplines, with significant experience operating in large-scale, complex technology environments.
  • 8+ years of progressive leadership experience, including experience leading managers, senior technical or program leaders, and cross-functional organizations.
  • Demonstrated experience building and leading organizations responsible for complex, business-critical programs or strategic customer portfolios.
  • Extensive experience partnering with senior executives and influencing decisions across matrixed organizations without direct authority.
  • Strong experience in demand planning, portfolio management, capacity planning, forecasting, infrastructure planning, or large-scale technical operations.
  • Demonstrated experience establishing organizational governance, operating models, and executive decision-making mechanisms across complex organizations.
  • Experience navigating competing customer, business, technical, and capacity priorities and driving resolution of high-impact escalations.
  • Strong analytical and business judgment with the ability to translate complex technical, operational, and customer data into executive-level recommendations.
  • Exceptional executive communication and stakeholder management skills.

US: Hiring Range in USD from: $165,700 to $355,400 per annum. May be eligible for bonus, equity, and compensation deferral.


Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
