About the role

Xenith Solutions is seeking a Business Systems Analyst to support the Defense Logistics Agency Hazardous Materials Management System Program Management Office (HMMS PMO). This high-priority, key-personnel role supports Tasks 2 through 4 and connects HMMS business processes, environmental requirements, technical architecture, cybersecurity, and DoD lifecycle management.

Why this role matters
The analyst helps the HMMS PMO turn operational and regulatory needs into practical system requirements, documentation, releases, training, and sustainment decisions. The role provides technical guidance on the business implications of system changes while supporting a complex, geographically dispersed DoD user community.

What you will do
  • Formulate HMMS system scope and objectives based on organizational business needs, environmental requirements, and applicable industry practices.
  • Advise project teams and PMO stakeholders on the business implications of applications, system changes, modernization initiatives, and emerging IT trends.
  • Support HMMS functional management through program charters, plans, briefings, standard operating procedures, business plans, agreements, and responses to program inquiries.
  • Develop and analyze requirements, systems architecture, database and web-application integration, and military or environmental customer needs.
  • Support software updates, releases, testing, maintenance, system demonstrations, documentation, and user or administrator training across DLA technical teams.
  • Support DevSecOps, Risk Management Framework, cybersecurity, and continuous-monitoring activities, including preparation and maintenance of required security artifacts.
  • Prepare and update lifecycle and technical documentation, including DoD 5000-series artifacts, RMF documents, interface agreements, plans, manuals, job aids, and change or firewall requests.
  • Support MSDS/SDS services, repository data quality, customer satisfaction analysis, and technical assistance for geographically dispersed Government users.
Required qualifications
  • At least five (5) years of relevant experience.
  • Experience with DoD lifecycle management, DoD 5000.1, DoD 5000.2 and the associated Guidebook, and the Planning, Programming, Budgeting, and Execution (PPBE) process.
  • A minimum of five (5) years of environmental and systems experience; alternatively, a related degree plus at least three (3) years of practical experience in an environmental field such as geology or environmental science.
  • A minimum of five (5) years of experience and demonstrated knowledge of HMMS, HMIRS, and DSS supporting HMMS as a DoD ACAT III IT development program, including program management, systems engineering, functional/technical quality, cost analysis, and configuration-management assessments or audits.
  • An IT-II security clearance or a current National Agency Check with Local Agency Check and Credit Check (NACLC) at the time of proposal submission.
  • Proficiency with Microsoft Office Suite applications.
  • Excellent written and verbal communication skills, including the ability to present technical material to senior military and non-DoD officials.
Specialized knowledge and operating context
  • Hands-on environmental background and working knowledge of CFR Titles 29, 40, and 49 and DoD hazardous-material/hazardous-waste policies and procedures.
  • Experience validating and managing MSDS/SDS repositories and reporting and supporting a global help desk or geographically dispersed user community.
  • Knowledge of cybersecurity validation and control testing, RMF, eMASS, CyberSwat System Architecture Documents, remote-site connectivity, and DoD security implementation.
  • Experience producing lifecycle, acquisition, systems-engineering, configuration-management, training, and technical documentation for DoD applications
