System Architect (Defense Health Agency)

Based in the Washington, D.C. Position Summary

Pivot Path is looking for a System Architect in support of the Defense Health Agency (DHA) on an important mission. In this role, you will have the opportunity to work with a great team while supporting the sustainment and modernization of DHA’s Enterprise Information Management (EIM) platform, an OpenText-based enterprise content and business process management platform, hosted in AWS GovCloud, that supports Military Health System application workflows including HAIMS, SPORTS, SNPMIS, Paper Records Tracking, FILER, and DMACS for service members, veterans, and their families. You will lead the architecture of the platform’s OpenText products and their integrations, designing how EIM connects to partner systems across DoD and VA. This is a full-time key personnel position based in the National Capital Region, with the ability to reach the Government site in Falls Church, VA within two hours, contingent upon contract award. 

Responsibilities 

• Provide expertise in ECM/BPM products (e.g., AppWorks and Content Server) and their integrations and interfaces for production and non-production updates. 
• Integrate APIs and COTS solutions with partner systems to share information across the enterprise. 
• Architect and design interfaces and integrations, including DEERS, VA, and Defense Health data exchanges, the migration of interfaces to MuleSoft, and the DMACS Salesforce and OpenText integration. 
• Develop and maintain solution architecture products in line with DoDAF 2.0 and MHS Enterprise Architecture, including All, Data, Operational, Services, Systems, and Standards viewpoints. 
• Lead architecture for technology modernization, including license integration, workflow refactoring for AWS GovCloud services, interface migration, and decommissioning. 
• Support security design and configuration, Risk Management Framework (RMF) controls, and Authority to Operate (ATO) activities. 
• Support high availability, failover, and continuity of operations strategies for the platform. 
• Provide technical leadership and supervision to engineering staff. 

Education and Experience 

• Bachelor of Science (BS) in Computer Science or Management Information Systems. 
• Minimum of eight (8) years of experience with automated enterprise content management systems. 

Required Certifications 

• Certified Information Systems Security Professional (CISSP) 

Required Skills 

• Demonstrated experience architecting and designing large DoD systems that integrate multiple software components. 
• Demonstrated technical management and supervisory experience. 
• Experience integrating APIs and COTS products with partner systems. 

Desired Skills 

• OpenText certification (Content Server or AppWorks). 
• Experience implementing large-scale OpenText products, including Content Suite/xECM, AppWorks, and Archive Center. 
• Experience with MuleSoft, Salesforce integration, or AWS GovCloud architecture. 
• Experience with DoDAF and the DoD Risk Management Framework (RMF). 

Security Clearance 

• This is a Public Trust position. 
• Must be able to obtain and maintain a favorably adjudicated background investigation for an ADP/IT-I or ADP/IT-II position designation (Tier 5 or Tier 3), and a DoD Common Access Card (CAC). 
• Must complete DoD/DHA-required HIPAA and Privacy Act training and sign a DHA Non-Disclosure Agreement before starting work. 
• Must hold a current CISSP certification in compliance with DoD 8570.01-M / DoDD 8140.01 cybersecurity workforce requirements at contract start.
