Position Summary
Management Solutions is seeking an experienced Portfolio Manager to lead financial oversight of a federal agency’s infrastructure financing portfolio. This role manages loans and loan guarantees from post-closing through repayment, monitoring borrower performance, leading amendments and restructurings, and advising senior federal stakeholders on portfolio risk.

Key Responsibilities
  • Oversee a federal infrastructure financing portfolio of loans, loan guarantees, and other financing arrangements, evaluating borrower performance, credit quality, financial exposure, and overall portfolio health.
  • Lead financial and credit risk assessments, including financial modeling of project viability, repayment capacity, and credit exposure, to identify emerging risks and develop mitigation strategies.
  • Develop and implement project-specific credit monitoring plans, including performance indicators, reporting requirements, and monitoring schedules.
  • Review financial statements, construction progress reports, covenant compliance documentation, collateral assessments, loan agreements, and key commercial contracts to evaluate performance and contractual compliance.
  • Monitor energy markets, regulatory developments, commodity pricing, and industry trends to assess their impact on borrowers and portfolio risk.
  • Evaluate requests for amendments, waivers, extensions, payment deferrals, and other post-closing modifications, and develop recommendations consistent with applicable lending requirements.
  • Lead negotiations with borrowers, lenders, creditors, and federal stakeholders on financing modifications, debt restructuring, and distressed transactions, including developing recovery strategies.
  • Lead multidisciplinary teams of financial, legal, and technical specialists to evaluate complex transactions and resolve emerging issues.
  • Prepare and present portfolio performance reports, credit memoranda, and executive briefings for senior management and federal stakeholders.
  • Strengthen portfolio monitoring procedures, analytical methods, and reporting processes, and ensure project records are accurately maintained in designated portfolio systems.
Required Qualifications
  • Bachelor's degree in Finance, Accounting, Economics, Business Administration, or a related field, or equivalent experience.
  • 10+ years of experience in commercial lending, project finance, corporate finance, credit analysis, or portfolio risk management.
  • Demonstrated experience managing complex loan portfolios and overseeing credit risk on large-scale financing arrangements.
  • Advanced skills in financial modeling, financial statement analysis, and credit risk assessment.
  • Strong understanding of corporate and project finance structures, including asset-based, limited-recourse, and full-recourse financing.
  • Experience monitoring covenant compliance and borrower performance against credit agreements.
  • Experience negotiating loan amendments, restructurings, or resolutions of distressed transactions.
  • Familiarity with project finance documentation, including credit agreements, security agreements, engineering assessments, construction contracts, and offtake agreements.
  • Experience leading cross-functional teams and presenting complex analyses and recommendations to technical and nontechnical executive audiences.
  • Advanced proficiency in Microsoft Excel, PowerPoint, and Word.
  • U.S. citizenship, as required by the client contract, and the ability to obtain and maintain a client-issued Public Trust determination.
Preferred Qualifications
  • Master's degree in Finance, Accounting, Economics, Business Administration, or a related field.
  • Experience with energy infrastructure financing portfolios, including the technical, market, and regulatory risks of large-scale energy projects.
  • Experience with federal loan or loan guarantee programs or other federally backed financing.
  • Direct experience working out defaulted or underperforming assets through recovery.
