Position Overview
The Project Accountant owns the financial health of an assigned portfolio of utility construction jobs, from setup through closeout. The role partners with Project Managers, Operations, and the Controller to deliver accurate job cost, billing, WIP, and revenue recognition. Success means clean month-end close, timely and accurate pay applications, controlled retainage and receivables, and early visibility into fade, overruns, and cash risk on every job.
Essential Duties and Responsibilities
Job setup and contract administration
• Set up new jobs in Spectrum: cost codes, phases, budgets, contract values, retainage terms, and
billing method (lump sum, unit price, T&M)
• Review prime contracts and subcontracts for billing, retainage, lien waiver, bonding, and
insurance requirements
• Process change orders and budget revisions; track pending and unapproved change orders
Billing and receivables
• Prepare monthly progress billings and pay applications (AIA G702/G703 and owner-specific
formats) with PMs
• Submit billings through owner portals and track approval through payment
• Track retainage receivable by job and drive retainage collection at substantial completion and
closeout
• Manage conditional and unconditional lien waivers, both issued and received
• Monitor AR aging and retainage DSO; escalate slow-pay accounts
Job cost and WIP
• Review job cost detail monthly for miscoding across labor, equipment, materials, and
subcontract costs
• Reconcile committed costs, open POs, and subcontract balances
• Partner with PMs on cost-to-complete and estimate-at-completion updates
• Support percentage-of-completion revenue recognition under ASC 606
Subcontractor and vendor compliance
• Verify subcontractor certificates of insurance, W-9s, and lien waivers before payment
• Process subcontractor pay applications and retainage payable
Month-end close and reporting
• Prepare project-related journal entries, accruals, and account reconciliations
• Deliver job profitability reports and variance explanations to PMs and leadership
• Support year-end audit, surety, and bonding requests with job schedules
• Support sales and use tax compliance on materials and contracts
Closeout
• Lead financial closeout: final billing, retainage release, final lien waivers, and job close in
Spectrum
Primarily office-based; travel to job sites is required as necessary, including site visits with required
PPE
Qualifications
Required
• Bachelors degree in Accounting or Finance
• 3+ years of project or construction accounting experience
• Working knowledge of percentage-of-completion accounting, WIP schedules, and over/under
billings
• Hands-on experience with progress billing, retainage, and lien waivers
• Advanced Excel: lookups, pivot tables, and reconciliation workbooks
• Strong attention to detail and ability to manage multiple jobs against month-end deadlines
• Travel to project sites when ne
Preferred
• Experience with Viewpoint Spectrum or a comparable construction ERP (Vista, Sage 300 CRE,
Foundation)
• Background with a heavy civil, underground utility, or self-performing contractor
• Familiarity with ASC 606, Texas lien and retainage law, and surety/bonding requirements
